Great questions that I'd like to weigh in on. SMRP Pillars provide a great framework wrt Work and Materials Management. Each business unit or site should still delve deeper to clarify certain aspects for work planning and control development. I would suggest developing a master work management flowchart with a RACI so that each task in the process has a 'doer' and 'owner'. So any training should therefore become site specific taking your conditions/constraints into account.
I fully agree with the top down approach as suggested. Buy-in at the highest level is paramount for roll-out success during implementation and to sustain it... this is how we plan, schedule and execute hence forth!
