I'm not replying for SMRP. Just my 2 cents as you made me look at those metrics.
It took a few reads for me interpret the metrics and try to identify the differences you identified.
Seems to me that a key in 5.4.14 is in the definition "Wherein the evaluation is against preset criteria" and in the statement in the formula that "PM & PdM compliance can be measured and reported different ways using different criteria. I look at the 3 bullets for completion criteria in 5.4.14 as examples of different organizations criteria.
What is your organizations criteria?
Both Best Practices say 90% schedule compliance is the Best in Class target. Whatever your criteria for compliance should be applied consistently.
Also seems to me 5.4.10 is more equipment PM, PdM work order specific where 5.4.14 a higher level total PM, Pdm program metric. My interpretation is 5.4.14 is looking at the forest and 5.4.10 is looking at the trees. It boils down to what is the organizations criteria for work order compliance and applying it consistently.
I think the best practices committee should clarify these metrics by adding their 2 cents.

I recently had a lively discussion with a peer on standardizing our metrics. When we got to the discussion on a "PM Compliance" metric we both pulled out our copies of SMRP Best Practices and he grabbed 5.4.10 and I grabbed 5.4.14. We started discussing why we should A vs B, but then we both got perplexed about some of the details in the metrics.
- 5.4.10 states "...that if a PM is executed within 10% of a time frequency then it is considered compliant with the standard."
- 5.4.14 states "A PM & PdM work order is considered completed on time if completed by the required date + 20% of the PM and PdM frequency up to a maximum of 28 days."
Both metrics give a compliance requirement based on a percentage of the PM/PdM time frequency, but use different percentages to determine the acceptable variance.
So we're both wondering if we have metrics in the Best Practices that are in conflict with each other? If not, I'd like to understand why SMRP doesn't see these as conflicting.
