It really does not matter where the spares are physically kept if they are convenient and stored properly. What matters is keeping track of them as inventory and defining the point of consumption. For example:
You have a main storeroom that "feeds" all the section storerooms (cupboards). You will need to decide that when a spare exits the main storeroom if it is now considered consumed or merely transferred to another inventory location (a section storeroom). If the spare is transferred to the section storeroom, then when it is removed from there for use, that is the point of consumption. Maybe your business supports the idea of when the spare leaves the main storeroom for whatever destination, then it is considered consumed and the "inventory" level in the cupboards do not matter.
This is a typical arrangement where there is a main storeroom feeding satellite storerooms. Spares leave the main via a "transfer" which reduces its inventory levels and increases the levels at the satellite. Then, spares leave the satellite storeroom via an "issue," reducing its inventory levels. Returns of course can occur in the reverse direction as needed.
End result is solid tracking of inventory coming in and the consumption thereof.
