  • 1.  PM/PdM Audit

    Posted 02-17-2023 09:02 AM

I work with a team that primarily supports power generation facilities. There is a renewed effort in our organization to improve reliability of equipment. Part of that effort is to take a look at the PMs and PdMs that are already in place to measure their effectiveness in balancing high reliability with expense of resources. There is not a desire to perform a wholesale audit of the PM/PdM program. (Some PM/PdMs are far more important than others.) However, at times, when a reliability question is raised, we recognize the need to take a good look at the specific PM/PdM item and make/recommend changes as appropriate. How that process is completed varies greatly from person to person. While different perspectives are highly valuable, we would like to bring more structure to that process.

I am curious if there is anyone that has developed a semi-formal structured approach to conducting a PM/PdM audit that can be applied to specific PM/PdM? This could be expressed in a word document, question table, flowchart or other....

    Thank you,

There are several approaches, including PMO (Preventive Maintenance Optimization) and RCM-based Maintenance Effectiveness Review (there are several non-military names for the same thing).

There are a number of guidance documents specific to power plants in both EPRI and IEEE, depending on the type of plants, and American Clean Power (ACP, formerly AWEA) guidance for wind/solar/storage.  For clean energy plants, please reach out to me as I'm the standards chair.  Most are USA based updates of IEEE and IEC standards although we have several specific best practices for PM/PdM sitewide.

From EPRI (these documents are available to non-members as well):

Effectiveness Audit Guideline (PMO): Effectiveness Audit Guideline (epri.com)

Guidelines for Developing a Preventive Maintenance (PM) Program: Identifying, Prioritizing, and Implementing PM Tasks: Summary of Lessons Learned for Maintenance Basis Optimization on Fossil, Combined-Cycle, Co Generation, and Renewable Assets (epri.com)

Cost Benefit Analysis for Maintenance Optimization (epri.com)

Reliability and Preventive Maintenance: Balancing Risk and Reliability (epri.com)

(there are several more - go to the search at the top of the page on the epri.com site and put in the topic).

As I'm sure you are aware, the IEEE documents are rather specific in relation to power plants and distribution systems.  https://standards.ieee.org and look for your topics under Power Engineering Society and Reliability Society (RS has a number of documents for evaluating reliability in relation to PM/PdM such as IEEE SA - IEEE 3006.3-2017).

    Sincerely,

    Howard

Here is one approach Howard alluded to, the USN Backfit RCM Roadmap for reviewing PM's.

    Martin:

My text "Asset Condition Monitoring Management" Appendix B provides audit forms for asset condition monitoring program self= assessment which provides a way of looking at the following areas in terms of criteria for rating:

    • Overall program
    • Vibration Analysis
    • Infrared Thermography and Temperature Analysis
    • Lubricant, hydraulic fluid and wear particle analysis
    • Motor current analysis/ motor power analysis
    • Electrical insulation testing
    • Transformer predictive analysis
    • Electrical circuit analysis
    • Ultrasonic analysis/
    • Breakaway and coast down testing
    • Filtration & debris analysis

The assessment criteria are based on evaluation of hundreds of programs in many countries by three (3) long time experts and consultants. Book is available from Amazon.com and Reliabilityweb.com.
