    I would like to ask any standard or any reference I may use to justify that if theres no room for to lower the motor and we need to adjust/add shim to the pump.
    My current situation Im having a hard time explaining that we can do that rather than we correct the foundation.

    The current elevated pump  measure is about 2mm.

    Normally pump is fixed in position due to being restrained by suction and discharge piping. any attempt to lower, or increase the height will have direct impact on the piping stresses. The best way is to adjust the motor as per pump adjustments. you can add shims under motor foot to counter the soft foot phenomenon. Secondly, the alignment process have to be extremely precise. Evaluate which alignment method is being used? Rim and face? laser alignment? Laser being most accurate and easier. 

    The vibration pattern is bit difficult to read. The peaks are there but i cannot make out if the peaks are at 1X or 2X of RPM

    Normally peaks on 1X represent imbalance and peaks on 2X on axial direction are due to misalignment.

    I'm totally agree that you need to use shims for pump alignment and laser method is more accurate to align pump.

    Typically only align motor or moveable machine; however, if you can't get to within alignment targets it can be OK to shim the pump.  As others mentioned, for a pump pipe strain should be checked before making those kinds of moves.

    Many pumps may have some residual pipe strain anyway so who knows you may can actually help the situation.  Pumps should be installed first on an installation then piping run to it stress free.  I see many where it is the opposite and pipe first then pump which can create pipe strain and alignment issues.

    All general guidelines can be altered usually because other ones were not followed.  Just verify all key alignment elements before doing so.
