I like Steven's answer. It's spot on. RCA is like a rifle shot: one condition. FMEA is an analysis of the equipment. It works well developing the PM's and PdM's that are modified for the equipment's specific operating envelop. I like working that with a team of engineers, operators, and maintenance personnel who work with that specific piece of equipment.
The issue with FMEA is that if you include every component of a complex piece of equipment, it becomes arduous and time consuming. You can narrow the focus of FMEA by focusing on the main mission of the equipment. What is it that the equipment must always do to perform its function in the production process? Spend your time on those components that are mission critical. Work them all the way through to identifying what specific actions, at what frequency, should they be performed to avoid the failure mode, i.e., PM's and PdM's.
BTW, frequency can be establish based on past failure rates. The best frequency is that which has a 98% confidence level based on the history.
