Sorry for the late response. I understand there are time-based blanket work orders which are critical for the overall operations in your plant. In this case, it would be beneficial to differentiate the asset criticality from work order prioritization in your system. In general, asset criticality is applied to understand the relative importance of assets in an organization. It could be used for maintenance purpose, general business decisions etc.
In my opinion, making higher levels above equipment critical causes flaws. Feel free to reach me if you want to discuss this further.

the higher level above equipment level, many time use for generic work like valve greasing campaign, total receptacle and Junction box check, Operator Route patrolling, piping leak survey on main deck, etc.
team prefer raising WO on the area or group of equipment rather than drilling down to each individual equipment which typically not cover all what they need and too much time consuming.

Rating equipment unit (level 6 in ISO14224:2016) is correct approach when performing asset criticality assessment and in my experience, I have never needed to rate higher hierarchy levels in a well-structured asset register. I am curious to hear type of higher level systems you need to rate. Perhaps, granularity is needed for those cases.

I need the opinion. My asset structures asset hierarchy as per ISO14224:2016. when we rate the criticality, we rate on equipment (level 6). There are needs raised to us to rate for functional location (level 5) or even higher (level 4, 3)
I see little benefit to rate the criticality for superior/logical/virtual equipment.
I need opinion or practices that currently use across the industry.
