Karim, start with Thermal Imaging of your switchboards/load centers/MCCs. This will provide photographic evidence of "hot spots" that require attention. Load the deficiencies into your CMMS for tracking purposes. Additionally, your high voltage gear should be on a 3yr inspection schedule and accomplished during a turnaround.

Karim, the most comprehensive electrical preventive and predictive maintenance protocol (that agrees with the International Electrical Testing Association (NETA MTS) and the National Fire Protection Association (NFPA 70B) standards) is called TEGG.  It includes ultrasonic that uncovers arcing or elevated contact resistance that may not be picked up by infrared alone, infrared according to IEEE standards, a visual inspection by licensed electricians looking for bonding, grounding and other reliability and code issues, root cause analyses of all found anomalies, and comprehensive documentation.  There are certified TEGG contractors around the world, please let me know if you are interested and where you are and I can get you in touch with a service provider in your area if there is one.
