  • 1.  PLANNING/RELIABILITY RESPONSIBILITIES - CHECK SHEET CREATION

    Good morning,

    I would like the opinion of industry professionals on responsibilities.
    Would creating a check sheet for simple rounds be the duty of a Reliability technologist or a maintenance planner.

    Here are some of our details:
    - a new medium sized chemical facility,
    - a medium sized field experienced planning team, on-site,
    - a small (and project focused) Reliability team, on-site
    - a bulk list of gas detectors (LEL, H2S, NH4, etc) has been identified,
    - the routes have been assembled (in Maximo) by the planning team.  Organized by equipment/building, with a duration of 1-2 days per route.

    Without arguing about who should create/update the xls check sheets for the techs to complete, we are wondering what is the recommended delegation of these tasks.

    The first question that comes to mind, 'who has the knowledge/ability to effectively perform this task?'  And both Reliability tech and planner have the experience, knowledge and skillset to assemble a check sheet.

    Any input for this group of professionals is appreciated.

    Mostly the planner, with input from the reliability engineer. Generally the reliability engineer would advise the planner.

    Reliability engineers have different roles in different places. What does this Reliability engineer do?

    Thank you for your input Karl.

    The Reliability personnel is a instrument field tech, with a position as a technologist.

    For reference, I am the planner in question. As well, my previous experience was as an instrument tech, with a position as a technologist.

    So, although I am familiar with each role, the input of others is always appreciated.

    I would agree with Karl.  The planner should have the details for the checklist format, etc. as is would match a standard for job plans, etc.  Input from the Reliability Tech would be instrumental in getting all of the details steps included but ownership should be on the planner.

    Generally, I advise clients that Reliability personnel are responsible for the content of the checklist as they are typically skilled in analysis of failure modes and can articulate mitigation and detection actions. Planners are responsible for setting up the work order generation templates in the CMMS as that is their area of expertise.

    I personally feel there is no right or wrong answer here; what works best for you? What works best for the organization?

    I suggest you create an M&R standard outlining work management functions and those responsible for those functions. If you want some documentation on what that looks like, feel free to shoot me a message, I am also in Edmonton and could swing by the plant.

    I think the role of a maintenance planner is fairly established.  Some locations combine a scheduler onto a planner which is fine.  What I've seen is companies trying to add PM execution task or job prep activities or TPM tasks onto a planner because there are no other resources to dump tasks on.  I would protect core responsibilities for the planner.  We don't need poorly planned WOs as a result of doing non-core tasks by a planner.

    A reliability tech to me is somewhat a new thing that has been showing up.  It has been what I have seen as a maintenance craft tech doing some reliability related tasks such as PM rounds that include the following - lubrication, vibration condition monitoring, first pass fix PMs (tighten up packing, etc.) IR scans, etc.  They are typically the executing arm of reliability elements.  This is totally different than a reliability engineer.  The reliability tech roles in the past may have been just assigned to craft maint techs but a higher level of focus or attention when made a separate role.

    When I was interviewing for reliability jobs many years ago, I found that every company or location seemed to have a different spin on what they wanted a reliability professional to do.  I still find that true today.  It seems to be an evolving role and position in every company as so many competing initiatives and agendas pulling on limited resources.
